TNAs the Northeast Regional Director for the State of Tennessee, Lynn Tully leads a team focused on expanding manufacturing and attracting new industries across an eight-county region. She works closely with local partners—including chambers of commerce, industry leaders, workforce educators and government officials—to connect businesses with state resources and support economic growth. Lynn collaborates regularly with Economic Development Boards and legal counsel, advising city and county leaders on industry incentives, tax credits, training funds, and other development tools.
Her efforts over the past seven years have directly contributed to the creation of more than 4,800 high-quality jobs and over $1.4 billion in capital investment in the region. Before joining the state, Lynn served as Director of Development for the City of Kingsport, TN, as well as in several communities in the greater Atlanta metro area. She also worked with the Kingsport Housing Authority on their Choice Neighborhoods Initiative and was appointed by Governor Haslam to the Tennessee Housing Development Agency Board, where she chaired the Tax Credit Committee for four years.
Throughout her career, Lynn has led teams of various sizes and disciplines, earning a reputation as a flexible, strategic thinker and servant leader. Her passion for giving back extends beyond her profession; she has served on the Greater Kingsport YMCA board for over a decade, contributing her leadership to community well-being.
With degrees in Architecture and City Planning from Georgia Tech—and early hands-on experience in construction alongside her father—Lynn brings a unique, practical perspective to development work. She thrives on uniting diverse stakeholders to shape stronger, more vibrant communities.
